Parking Studies

As current developments change, parking space accommodations must be analyzed and improved upon if necessary. ATE has participated and assisted in many parking studies that analyze the capacity and use of existing facilities. Future parking demand, as well as appropriate space accommodations are reported and recommended.

Parking Management Plan Thousand Oaks Boulevard - Thousand Oaks, California
ATE worked with the City’s Specific Plan to create a Parking Management Plan that utilized current parking spaces and facilities, determined types and time limits for various parking spaces, identified new public parking facilities, developed new parking policies and enforcement actions, and assisted in the preliminary design of a new public parking directional sign system.


Westlake Office Building Parking Study - Westlake, California
The parking analysis for the Westlake Office Building assessed the parking requirements associated with adding tenants to the building, and if those requirements could be accommodated using the current amount of spaces. ATE utilized the City’s Zoning Ordinance as well as empirical parking demand data.

Traffic Studies

ATE prepares traffic studies to complete analysis that will determine and recommend short and long term solutions to improve the safety and efficiency of street systems, as well as reduce accidents and assist in possible future development of public infrastructure. In the past ATE has prepared traffic studies for shopping malls, hospitals, office buildings, and various government agencies.

Aldersgate Senior Housing Traffic Study - Oxnard, California

ATE assessed potential project impacts to the City’s street system, as well as collected traffic volume data for 6 intersections in the project area. Included in the study area were average daily peak hour trip generation estimates, calculation of existing and project levels of service, a traffic volume forecast, and recommended mitigation measures for project-specific and cumulative impacts.

Westwood Communities Corp. Mixed Use Project - Port Hueneme, California

ATE developed a traffic and parking analysis that included estimates of trip generation and trip distribution, traffic flow patterns for nearby

intersections and the proposed parking lot and provide a signal warrant analysis for the proposed main driveway.

Signal Design

With many types of signal coordination systems available today, ATE works with each client to determine design requirements and specifications to improve traffic flow of the system. ATE has experience with closed loop design, video detection, signal phasing, signal warrant analysis, and controller systems.

Heritage Valley Parkway - Fillmore, California

A traffic signal installation plan was designed for Phase 2 of the Heritage Valley Parkway housing development in Fillmore. Special considerations were made for the close proximity of the intersection and nearby railroad tracks. ATE also prepared a traffic report that addressed the projected traffic volumes for the intersection to determine the traffic impact of the signal design and implementation.

Union Valley Parkway - Santa Maria, California

Traffic signal modification plans were prepared for multiple intersections along a major arterial roadway in Santa Maria. The comprehensive nature of this project required street light and pavement delineation plans, as well as traffic control plans for single phase construction.

Street Lighting

ATE has worked closely following Caltrans standards for roadway street light systems. ATE clients for  include both private and local agencies.

10th Street West and Avenue K - Lancaster, California

Street light improvement plans were developed as part of the frontage street improvements project. A field review to verify existing features and potential service was required to meet project expectations.

Pavement Delineation & Road Signs (Signage & Striping)

ATE has developed several pavement delineation and road sign plans for facilities such as interstate highways, parking lots, major and minor arterial streets and neighborhood streets.  


Park Sorrento Striping Plan - Camarillo, California

ATE updated the project area with new striping and signage plans.

Goleta Valley Cottage Hospital & Patterson Avenue Striping Plan - Goleta, California

ATE assisted the Hospital Building and Equipment Company with the preparation of signage and striping plans for a temporary parking lot to be use during hospital construction.

Traffic Control

Temporary and long-term construction, as well as special events produce a need for directing or re-routing vehicular and pedestrian traffic around designated zones to ensure safety of the general public. ATE has experience in several situations where traffic control is needed.


Santa Barbara International Marathon - Goleta, California

ATE has created traffic control plans to safely accommodate both traffic and marathon participants.

Chumash Gas Station Temporary Traffic Control- Santa Ynez, California

Temporary traffic control plans were created with multiple stages to correspond with the different stages of construction of frontage improvements in the project area.
